In order to export night vision you would need approval from the U.S. State Department. To do so without such approval is a Federal Offense and you will end up in a U.S. Federal Penitentiary. Night Vision devices are highly sensitive items and the distribution of them is tightly and heavily enforced since it falls under the International Traffic in Arms Regulation (ITAR). Full ITAR language can be found HERE.
Export of Night Vision Devices is illegal under ITAR without prior written approval from the U.S. Government. This includes travel…which means you cannot take a night vision device with you if you leave the country. It is a violation of ITAR to transfer a night vision device out of the country by plane (checked or carry-on luggage) train, boat, or automobile. This policy applies to all civilian and law enforcement personnel.
Many people do not realize this, but, it is a violation of ITAR to allow any non-U.S. citizen to look through U.S. Gen3 night vision equipment (even on U.S. Soil). They are also not allowed to have access to any operator’s manuals or documentation, pertaining to US Gen 3 Night Vision Devices.
